1st park the car a known distance from a wall and mark where the lights fall on the wall so you can align them back up after...

Remove wheel, hold back or remove liner...

Remove light and tie cables out of the way. Remove that rusty thing, clean up inside of clam shell.

Bond in new bracket being carefull not to leave any adhesive showing, you may need to remove head light covers to help with this, then leave for a day to cure.
You may also want to replace the units if they are rusty and or put in some better bulbs
